First principle

Fully functional and efficient transport markets are essential for economic prosperity and economic growth in Europe.

Second principle

Transport markets can only function efficiently if the free choice of the mode of transport is guaranteed and if free access to all modes of transport is ensured.

Third principle

Transport markets can only function efficiently if transport costs are charged to the mode of transport responsible for these costs, applying the same criteria to all modes of transport.

Forth principle

Purpose-built infrastructures that can be improved and extended according to demand are essential if the transport market is to function efficiently.

Fifth principle

All European transport markets are interconnected and multimodal. Different modes of transport link up to form chains, but they also compete against each other. Each mode of transport has its own strengths and weaknesses.
